Add code for continuous attractor learning #865

This PR adds code for my recent work on continuous attractor learning, based on Widloski & Fiete's 2014 paper A Model of Grid Cell Development through Spatial Exploration and Spike Time-Dependent Plasticity. The included notebook demonstrates and introduces the network, which is itself defined in CAN.py.

Subutai's requested changes still being outstanding appears to be a Github bug, and Mirko's feedback has been incorporated, so I'm merging this.
