pip "Operating System" is "OS Independent", but it really isn't #1103

I would like to cut the scope of this issue to simply make pip install nupic work on Windows 64b systems. @utensil What do you think?

I tend to believe that this is a documentation issue. The description should match the current status, not the goal of near ( or not so near ) future.

I mean we might become really "OS Independent" in near future, but the description in pip should clearly state what operating systems are supported at present.
