Configure Coverity code scan for NuPIC #780

And how about something like coverall.io ? Which is a unit test coverage tracking platform. Though it seems nupic (c++ part ) doesn't have standard unit test yet, in the context of unit test interface to other tools.

Yes, I am open to that. Eventually, I would like code coverage reports for each checkin and a running graph of code coverage over time.
