No tag for Release 1.0.6 #1436

Commit 4d13f1674baa36abeb78189d0f6710e1f48e859a should be tagged as "1.0.6", since the requirements.txt for NuPIC release 1.0.5 reference "nupic.bindings==1.0.6". Having the tag will make it easier for folks who are building NuPIC 1.0.5 from source.

Thanks, I had a tag locally, just forgot to push it. Fixed now (and I created a release).
