This is a cleaning up PR. There was tons of old code, related to dynamic sparsity, that has been unused for a quite a while. I've moved this to nupic.research.archive and deleted the corresponding tests.
This PR serves as a stepping stone to create a new dynamic sparse directory that will ideally house newer and more polished dynamic_sparse utilities (e.g. pruning functions and RigL utilities).
