Similar to https://github.com/numenta/nupic.research/pull/577 but moving mandp framework to packages.

@mrcslws I've only found one reference to mandp in a notebook inside the projects/mandp folder, therefore I created created a new conda env to run the project. I've tested making sure the notebook still worked.
