Ten Dendritic Segments #598

Here's yet another PR: this one for configs for training Active Dendrites Networks on up to 100 permutedMNIST tasks but with exactly 10 dendritic segments per neuron (regardless of how many tasks).

@benja-matic As a side note, I think many experiments have been redefined elsewhere in nupic.research since project files are constantly changing, so we should minimize these kinds of dependencies. However I think it's fine for now.
