🔊(backend) update logger config to get info

Purpose

This sets the default logging level to INFO. This will help to see what actually happens in our several deployments.

In production it's also useful to have the info logs.

Proposal

• [x] update the Django LOGGING setting.
• [x] set the default level to INFO for everyone
