I'ld like to add the project JupyterLab (of the Jupyter organization).

As this is my first time participation, I have a couple of questions:

what is the role of NumFOCUS ? Can you confirm we (as organization), don't need to apply to GSoC directly?
who is the NumFOCUS contact point for GSoC?
is there some do and don't rules?
