Open refine is development based project so any discussions and decisions made must be transparent and never should be done in private. Including bug fixing , issues and pull requests.
The discussion must be from basic so that anyone new to the project can understand it.
Community's participation is vital during decision making.

For me to find Governance model went a bit easy because it was directly on the GitHub repo of the project and the link to the GitHub repository was on the web portal of Open Refine. If I talk about understanding the governance model it was quite easy because they have explained every aspect in brief and simple manner. Language used is also of adequate level for any person to understand it.
