Just a quick update: It seems to only restrict scrolling when a certain number of tabs are in the window. I can create a new window, put some 20 tabs in it, and it will scroll. At least for a time, as I will continue to watch for it.
Yep - also happening to me. I only get two unscrollable rows now with the update to Firefox Nightly v81.0a1 (with either less than 20 tabs or more than 20). Not sure if this makes a difference, but I also run Simple Tab Groups (so the actual number of overall tabs is way more than 20 - it's just split over several groups, but only one is active at any one time).
On a side note, need to figure out how to stop Nightly from notifying me that there is an update so I don't click the button accidentally or just to get rid of it.
I have similar problem i see only 2 ( in past i hae 4-5) row but i can scroll in them. Also from Firefox Nightly v81.0a1
As of today, FF Developer (81.0b1) went from multi-row to one-row with a scroll bar (but can only switch between them with keyboard tab keyboard shortcuts).
I believe the issue is caused by Firefox Developer update to v81.0xxx. I've updated to 81.0b2 and now:
I'll try to downgrade to pre-v.81 and see if that fixes things.
EDIT: rolling back to 80.0b8 fixes the problem. So yup, v81 appears to be the cause.

Same here, 2 rows only, can't scroll the tab row either. Clicking on that teeny scrollbar on the right of the tab row drags the whole window.
I really held off on upgrading to the latest version, but after a system restart the update got installed and here we are. I'm on 82.0a1 now.
How does one rollback without having to reinstall everything and keep previous (newer) settings? Is this possible already?

That's what frequent backups are for. Downgrading is not supported, and might break your profile. Backup first please!

I temporarily installed the Tree Style Tab add-on so I can see all my tabs. So that's 6 windows, 3 of them full of tabs.. the rest only have a single row of tabs.
To roll back: back up profile & program folders. Make a note of current profile in use. D/L FF80b1 dev or nightly as appropriate from FF FTP site. Over install existing, run once & immediately disable auto update. Close FF & run profile manager as stand alone. Select your old profile to use. Start up FF and you should be good to go - just the update nag to put up with. This worked for me. Lance

Works for me. I needed some --allow-downgrade
and I used 80b8
I'm reluctant to leave Paxmod, but it looks like it might be necessary. Anyone tried https://github.com/MrOtherGuy/firefox-csshacks/blob/master/chrome/multi-row_tabs.css or any of the other Github mods?
I'm trying to get it working, moving exploration of the code to #72 as to prevent notifications here.
edit: 1.5h later, I was unable to find a solution. Read the issue to learn more, and that I'm probably not going to spend a day fixing this due to having a good enough alternative available.
Well at least you tried! Time to decamp to MrOtherGuy. Perhaps numirias will surface at some point.
Just to update, I'm on 82.0a1 (2020-08-26) (64-bit), and did MrOtherGuy's userChrome.css & multi-rowtabs.css parts, and ALL my tabs are showing up again! ^^ Not really sure what worked, but this workaround seems to work with paxmod.
Yes, they do seem to work together. The only advantage I can see is that you get the tab close cross on mouse hover, but that's useful

Thanks to everyone for commenting, especially @jtagcat for replying to all the new issues. If anyone wants to help out with bugs like these in the future, have a try at fiddling with the CSS yourself and eventually submitting a PR. It's not that hard to find the root of a style bug. :)

As of a few days ago, paxmod went to one row only, but it was tolerable for me to not want to have to post a bug report just yet, as I could scroll up and down finally with the mouse through the rows, and save some screen space. This lasted maybe a couple days for me. But now it seems that as of August 1st, 2020 I can no longer scroll. I even see a little bar on the side of the tab rows, but it does not work.
Not sure what is broken, but essentially one has to manually hit the ctrl+pgup/down again to see or navigate to the other tabs in the other rows.
I do really like the being able to scroll feature, if we can keep that somehow. Ideally, like two or three rows, and anymore can be scrolled would be my favorite setup, but I will take what I can get.
