Almost complete rewrite of the maxxer map.

change from google maps api v2 to v3
new version of markermanager, compatible with v3 api
refactor code because many api methods have either disappeared or changed in v3
changed code to be more self-contained.
since XML code has disappeared from google api, changed all backend functions to JSON.

Looks good to me, will deploy to the sandbox later this week.

@jaswope: When can we merge develop to master and deploy to production? It looks like realtime stuff is still pending?
