The purpose of 24 hours is to enforce a cool-off period if someone goes nuts. If it were 12 hours it would lose some of its effectiveness since you could just go to bed to wait it out.

I'd support a longer time interval if it factored in the concept of upload bonuses for well-received uploads made in that same time period, like time bonuses in games. We already do something similar for tibs.

Fair enough... hrm a bonus system you say then? Tuning that could get a little ugly.
