Add Debian and Ubuntu official distro package, remove Ubuntu PPA. #633

Hi,

numix-gtk-theme is now available in Debian and thus it's in Ubuntu too.

This PR introduces the following changes:

update README.md to provide Debian and Ubuntu official distro package installation instructions
remove the Ubuntu PPA instructions as there's no need for it anymore

Somehow I reviewed numixproject/numix-icon-theme#1167 while thinking I was reviewing _THIS_ PR. Anyway, going to merge this (see the other PR for the details)

But the icon theme is not available. Numix GTK usually suggest to install icon theme which is only available under PPA.

Edit: I see... they removed the suggested package from debian/control.

numix-icon-theme is available in Ubuntu 16.10 and newer and Debian stretch.
