Shut down / cancel CloudSearch instances (no longer used/required) #452

Since our migration to ElasticSearch we are no longer using CloudSearch. see: https://console.aws.amazon.com/billing/home?region=eu-west-1#/bill?year=2016&month=7 numo-aws-bill-cloudsearch

@tomgco please do the honors of shutting down the instances: https://eu-west-1.console.aws.amazon.com/cloudsearch/home?region=eu-west-1 numo-cloudsearch-still-running (the data is all on S3 and has been indexed in Neo/ES so no need to back it up...)
