Move old vision docs to governance repo #23

This moves the old vision docs from the wiki to the governance repo, with minor edits to title and links.

Was the inclusion of copyright.md intentional?

No! It's a scratch file I used to create a table that I pasted into an issue a while back. I'll redo this when I'm back at that machine. It also seems to be missing a fix to the links within the new vision document that point to the old ones. Thanks!
