Automatically send out notifications of the new release using channels we determine. #1073

@nunit/engine-team Looking for input on where we should send notices. What has been done in the past? What do we want to do in the future?

As far as I know, we have not sent notices anywhere. The releases have been mentioned on the homepage - e.g. https://nunit.org/news/update/nunit/2021/01/17/nunit-console-3.12.html - and also in the .NET Foundation "monthly" update - e.g. https://dotnetfoundation.org/blog/2021/02/24/blog/posts/net-foundation-january-february-2021-update - and perhaps also in other places (Twitter - e.g. https://twitter.com/nunit/status/957358732035403777).

Personally, I think that very few people sees the notifications in the newsgroups NUnit-Discuss / NUnit Developer List. I've a feeling that the following places would attract most attention (unordered):

Net Foundation newsletter... @jnm2 Will you just pick it up or do you need something?

I've had the thought that it might be a better model for each repo to PR directly to https://github.com/jnm2/dotnet-foundation-website/blob/master/input/blog/posts/_current-newsletter-draft.md as part of the release, making sure I don't miss anything.

But I'm happy to continue picking it up the way I currently do (by querying GitHub releases every two months).

The .NET Foundation has a bot that retweets .NET news and I'm not sure how it works. It also directly tweets news from some of the projects. E.g. this is the most recent tweet right now: https://twitter.com/dotnetfdn/status/1481275524945256450

News on the homepage is submitted via a PR to the website. It would be nice to rework that section though.

I have access to the NUnit twitter account. I am active on it in spurts, but even my personal Twitter often gets forgotten. Mainly I'll retweet announcements from our personal accounts.
