Update Cake #7

Update to Cake v15, which should fix the mono 3.2.8 build.

3.2.8 build failed on the nuget restore stage instead - needs further investigation that I can't do on this machine - sorry!

That's the way it is with build script changes... each error you fix reveals the next one!
