Add BSD-3-Clause license file #79

We are standardising our OSS license to BSD 3 Clause "New" or "Revised" for all our drivers, tools and samples.

Note: the CircleCI pipeline is failing because this branch does not have the configuration file from PR #78 . Once it is merged, I will rebase the branch this PR is based on.
