add periodic, data logging, telemetry send back to pc sometimes error #15

Command from PC is done periodically (250 ms). Data logging already implemented. Still have a problem with error on send back data to pc using protocol. Index logging might be not big enough (depend on struct size 128 Kb, 16384 byte).
