Different budgets should be able to exist in overlapping periods

The user should be able to have different budgets in the same period or overlapping periods due to different reasons of having a budget. E.g. one can keep a budget for home utilities while also have another budget for travel.

Team's Response

This is the expected behaviour as stated in the User Guide. As this is version 1.4, we decided to keep things simple for the users in tracking their budgets, so that they wouldn't be overwhelmed with having to handle multiple budgets within the same period
