Maybe in the UG you should specify that the default budget is $0.00. Otherwise some of the result message looks a bit confusing e.g.

We decided to reject this bug as we mentioned in our UG that budget value 0 is considered as no budget, thus the default budget is $0 since no budget have been inputted.
