Warn feature does not match UG #2544

Should only mark the quantity as red color if the quantity of the good is below the threshold.

But at the threshold value, it is marked as red.

E.g. tissue has 20 qty. Set threshold to 20. Tissue's quantity is marked as red

Intended to be equal or lower than the threshold value. It was not correctly documented.
