Budget bar shows negetive value #1060

I added a test expense under the default category and then topped up 10 dollars to the default category resulting in this:

I then added a new catagory test which resulted in an error in the budget bar as seen below:

I tried to clear all expenses hoping to reset the bar to 0 but it did not and i had to delete the data files in order to reset it. This would affect the targetted audience greatly and thus is a major bug.
