Should clarify that the target user are Singaporeans #275

The app is clearly intended for Singaporean users with its limitations to Passport and Phone number fields, yet the only mention of Singaporean is in the mobile phone parameter section. Should put the info in the front of the UG or DG, esp. in the Target user profile in DG.

Team's Response

We acknowledged that we should have given more clarity in the limitations of mobile number and passport.

To solve this, we could have remove the limitations of having a Singapore mobile number and passport. Hence, we consider #277 and #399 to be duplicate bug reports as they are mentioning similar problems, which is that the application only targets Singaporean and the User Guide should have been clearer about it.
