Thank you for the bug report. Here, we mean that the optimum size should be a size that the user should be able to view all the data in the different panels.
We feel that if the user is allowed to resize the application window to an inappropriately small size (which lies in the definition of any size), it defeats the point of using the application and that will not be an optimum size.
In our app, the users are allowed to resize the application (be it enlarge or shrink). However, on first launch, the app will launch to the minimum optimum size, where users are technically only able to enlarge. They can definitely shrink the window size after enlarging it.
A similar behaviour is also seen in AB3, which this project is inherited from.
We have changed the bug severity to very low, as having a minimum optimum size does not affect the application usage.

Expected: In the highlighted portion above, it is instructed that we resize the window to save our windows size preferences.
Actual: It is not possible to resize the window to any size on the actual application, only enlarge it.
