Telegram username validation can be added

Telegram usernames are restricted to alphanumeric characters + underscores, and a minimum of 5 characters. The application currently does not check for this, so it would be good to implement this checking.

Thank you for the suggestion. However, this is not a feature in v1.4 and thus is not in scope. On top of that, the purpose of this editing feature is for the tutor to store telegram handles that they personally know of. In this case the lack of username validation does not cause the feature to become less useful to tutors under normal usage since the onus is on the tutor to know the correct telegram handle before keying it in.
