Phone number for international residents

Steps to reproduce: use radd to create a command to edit the phone number of an international resident radd n/John Doe p/+6591234567 e/e0123456@u.nus.edu y/3

Expected: Successfully added resident.

Actual: Country code for international students cannot be added. This does not sit well for a product made for hostels since a significant number of residents living on campus are international students checking into Singapore without a local number yet.
