Add_budget Potentially Confusing #3141

Nowhere is stated that only one budget can be added. Add that to the list view in the GUI, it makes it more confusing.

Well do not think it makes it confusing. Since a budget is an intuitive way to help the user along. As for whether it is confusing, that is to your discretion.
