Phone Number does not support Country/Area codes #544

Cannot input numbers such as +65 XXXX XXXX, since target users are RCs which may have many international students, should allow saving of numbers from different area codes.

The + is a signifier for the international dialling prefix, used by the person who is dialling the international number.
