Here is the use case for adding a tutor:

The extension does not account for the case in which a user with the same phone number (i.e., a duplicate is trying to be added) already exists in the database. This should be a relevant extension to this process.

Similarly for adding a student as well, it does not account for phone number already existing. Not creating a separate bug report as it is the same issue present in multiple places.

As this is quite important, the severity.Low is applied rather than severity.VeryLow.

This is a repeated issue as #5792 except it is for Add Command.
