Description: The numbering in the "Instructions for manual testing" part is quite unclear. It's better to just apply numbering to the testcases.
Thank you for your effort and time. However it is not a bug.
As an example of "Adding new member" shown below, point 1, 2, 3, 4 are related. If the tester executes 3 directly, he/she will not get the expected result since the phone number does not exist. Since we need to keep the consistency in our UG, we decided to apply the numbering to all sections.
The prerequisites in your screenshot are to remind the tester that if he/she encounter unexpected results, he/she may need to check if he/she handle the prerequisites properly.
