This does not hinder colour blind users since the bolded text already tells users what each section is. The colours are there to make it easier for users to match the diagram callouts with the text descriptions. If a colour blind person cannot differentiate between the colours, it would not be any worse than if each colour were exactly the same, like white for example, which is still functional with the text labels. Furthermore, the labelled callouts are put in order in the text descriptions, and each section is bolded, so referring to each section takes little effort. If anything, this should be VeryLow since it is purely cosmetic.
