Disallowing duplicate names contradicts target user #3169

As stated in the user guide, the TrackAScholar intentionally disallowed duplicate names. However, there are common names and even surnames, which means it is common to see duplicate names in the same university scholarship application.

If 2 students of the same name apply for a scholarship, the administrative staff will not be able to enter the second student's application which severely limits the usability of the app. Screenshot 2022-11-11 at 16.20.51.png

Justification for downgrade from severity.Medium to severity.Low:

With reference to this article, our group believes that the likelihood of duplicate full names are very low, which reduces the possibility of the above scenario significantly. Next, in the event of such a scenario, the user is able to pin the applicant with such duplicate name, and then proceed to seek clearance from relevant authorities to make minor tweaks (to one of the names) to distinguish between these 2 applicants. Hence, this issue is quite minor, in terms of severity but we could implement more features to deal with such cases in future iterations.
