Behaviour of time `2400` differs from in user guide #5747

This might just be because the user guide has not been updated correctly.

  1. edit_task 1 dl/12-12-2022 2400 does not work, unlike as specified in the user guide. image.png

Might also be a medium severity since it may post a bit of inconvenience to the user, since the error message says incorrect format.
