The average typing speed is a figure that can be looked up, and the typing speed of a person can be measured. If this was to be tested, one could time the time when using a mouse vs using commands. There is no ambiguity in any of these.

The third NFR: "A user with above average typing speed for regular English text (i.e. not code, not system admin commands) should be able to accomplish most of their tasks faster using commands than using the mouse" is ambiguous and hard to determine if it was met or not. Since it was specified that the user has above average typing speed for regular English text, but most of the commands contain a large amount of '/' symbols, it might slow down their typing speed as regular English text does not contain so many slashes.
