According to Merriam-Webster dictionary, the word persons is a valid plural form of person and this is a simple issue of grammatical preference

What you are likely referring to is a grammatical preference. It is worth noting from the screenshot above that both styles are valid, albeit one being more commonly used in modern day.

For example, "The event is open to all persons over the age of 18" is a grammatically correct sentence.
