Unclear format for timings #4446

Overview: Cannot enter time in increments i.e. 16:30, 16:05 and it not clearly mentioned that i cannot do this in the UG or DG

Steps to Reproduce: tag 26 m/MA2101 Monday 16:30 18

Expected Result: error message letting me know what is the time format

Please refer to the UG, under Attributes:

"START_TIME" and "END_TIME" should be a valid HOUR in a day (there is no mention of minutes). Furthermore, the example clearly shows 12 and 13, not 12:00 or 13:30. Therefore, if the reader/user follows the UG, they will understand that they are not supposed to use minutes.

Either way, this should not be a Medium severity issue, as it is unlikely to affect normal operations if the user first reads the UG.
