Incorrect error message for incorrectly formatted NRIC #1099

The error message for an incorrectly formatted NRIC doesn't tell me that there must be exactly 7 numbers between the start and end characters. I think this is semi-important as sometimes, it might not be immediately obvious what is wrong with the NRIC as it's difficult to tell that there are 7 numbers at a glance.
