Salary shouldn't have to be at least 4 digits #1549

I'm not an advocate for coding sweatshops, but I imagine there are developers that could earn <$1000 (interns/offshore developers maybe?). Should a developer receive such a low salary, their salary details cannot be added properly.

There should be better ways to sanity-check that the salary amount is legitimate.
