`hour` command help message is ambiguous. #5223

It is a nice feature to be able to update all TA's hours. However, this also means that the help message when an invalid command is given should be more specific.

Ideally, the help command should notify the user on which TA entry will violate the work hours constraint. This is especially so if there are 100 TAs (the case for CS1101S), and 1 TA will violate the constraint if we execute the hour command. The user may have to potentially scroll through the entire list to find the TA.
