Missing staff in transaction.

Staff shoudlnt be optional. Transactions without a person tied to it should not be allowed in my opinion for better traceability. Missing money is a serious issue in startups so it's important to be able to tag a transaction to a staff.

Staff field should be optional as some transactions are not linked to certain staff members but the business as a whole, such as utility bills, fines and taxes.
