Can assign roles but cannot assign CCA

Currently we are able to assign roles to append to the existing list of roles of a person, however we are not able to assign CCA and append to the existing list of CCAs of a person.

The user guide stated pretty clearly how one can input multiple CCAs to a person:

For instance, edit 1 c/CCA 1 c/CCA 2
