Set charge may not be as useful as intended #327

The charge function requires the CCA manager/participant to manually keep track of the amount the person owed (not cumulative).

A possible suggestion would be to edit this command to add on to how much is owed by each person, so that no manual calculation and tracking is required by the user.

Details of the commands used are not provided and it is not clear how to replicate this issue. From our understanding of how we have constructed this command, amounts are added automatically to what amount that contact already owes and so is in fact cumulative.

Assignee should be KenJin however there is a "validation failed" error.
