The NFR: "The product should respond within one second." is not very clearly scoped. What the product is responding to is not clearly stated and therefore there is no means of identifying when to measure this 1 second from.

Thanks for bringing this up! We believe it is reasonably clear that the response of the product refers to its reaction to the user after the user performs any action that expects a change in the application's user interface. This is particularly evident in the Developer Guide, which is intended for developers to read.

With this context, the meaning of measuring "one second" is straightforward: it is the duration from when the user inputs a command until the application's change is displayed.
