This is the expected behaviour, two tags with different cases are different.
Being strict about the case sensitivity of tag does not add value to the product. Tags are for users to add 'notes' for a client/delivery, thus there is no need to enforce a specific format.
In fact, enforcing case sensitivity reduces the flexibility of the product, which makes it a feature flaw.
The current tag for contacts is currently case insensitive and therefore i am able to add two "friend" tags.
However the expectation of tags should function as case sensitive where "FRIEND" and "friend" should add the same tag
