If user accidentally keys in the wrong github username for john (eg.github/jon) and jon is already a taken github username by student jon, the github function will not work accurately.

thus, duplicate github usernames should not be allowed

It is a subset of #798. Both is about allowing duplicate entries for telegram & github.
