We agree that the issue is a feature flaw.
We also agree that the severity stated is appropriate.
However, this issue is known and a planned enhancement has already been stated in the Developer Guide to deal with this bug as shown below.
Further it is shown in the CS2103 site that if a bug already matches a planned enhancement, it can be rejected as shown below.

Although the UG mentions that phone numbers can only be 8 digits long and must start with 6, 8 or 9, this will likely hinder the user when sourcing for contractors, especially when the user works in the F&B industry.
Singapore does not produce a lot of food locally. For example, someone from the F&B industry might have trouble sourcing for caviar locally and may turn to overseas businesses to do so. Unfortunately, the restrictions on phone numbers in the app will disallow the user from adding that contact's phone number.
This would make the app less useful for F&B operators. However, the notes feature can be the (slight inconvenient) workaround for this problem.
