Too strict a requirement for duplicate medical conditions

Description The handling of duplicate medical conditions might be too strict.

Steps to reproduce error:

1. found in UG
2. aligns with application behaviour

Expected Output Dupes can be inputted, but there will be no changes to the user’s medical conditions

Actual Output

Reason for severity Low: At times, doctor may not know a certain condition has been added. Thus, it might be unreasonable and troublesome if say, a patient has 5 conditions, and perhaps 3 are dupes, doctor then has to keep removing the dupes to input the new 2 conditions.
