Help Guide shows a link to a website

Some hospitals run their systems without connecting to wifi. As such, they will be unable to access the user guide.

Furthermore, in the NFR, the app should work offline, but cannot access the User Guide as it is hosted in GitHub Pages

Thank you for your input. The Application itself does work offline which does not invalidate our NFR, it is just that the link to the User Guide requires internet access. However, the User Guide can be downloaded alongside the Application.
